However, whether the government should allocate fund to public services other than waste money on arts is controversial issue. 【細節一】冠詞的使用

診斷：元音單詞increasing前的不定冠詞應用an而不是a。這樣的錯誤在口語中不容易犯，但寫到紙上時就容易忽視。所以說，寫完的作文不僅要重看，更要“重讀”，才能借助語感揪出這樣的小錯誤。

2. 原文：However, whether the government... on arts is controversial issue.

診斷：issue是可數名詞，但這里既沒有用冠詞又不是復數，顯然是有問題的。

【細節二】名詞單復數

診斷：fund表示政府撥款的“資金”，此處應該使用復數，表示多筆撥款。

診斷：句子主語public service與謂語are不一致，主語是單數，而謂語是復數用法。此處public services泛指“公共服務”，應用復數。

【細節三】動詞詞組用法
